Early in life as a believer I learned a crucial key to studying God's Word: When we see teaching that repeats itself, it means it is very important.
In Paul's letter to Titus, this is evident in his emphasizing truths from 1 and 2 Timothy as well as many other letters to churches then and now. As Christians, our first allegiance is to Jesus as Lord, but we must obey our government and its leaders as well. Christians are not above the law, and obeying the civil laws is only the beginning of our Christian responsibilities; we must do what we can to be good citizens. Living in a democracy means participation and willingness to serve. Paul wrote in Romans 13:1: "Let everyone be subject to the governing authorities, for there is no authority except that which God has established." The authorities that exist have been established by God.
